The committee recommended that the Senate send it back to committee. On March 12, 2015 the Senate voted to send it back to committee on a voice vote. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2015-3066s), and the report was placed on the consent calendar. The committee's amendment (3066s) was adopted on a voice vote on January 14, 2016, changing the text of the bill. On January 14, 2016 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On February 4, 2016 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on February 11, 2016 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 16, 2016. The committee met in executive session on March 29, 2016 to vote on its recommendation. The committee held work sessions on March 30, 2016 and April 4, 2016. The majority of the committee recommended that the House pass it with changes (amendment 2016-1273h) by a vote of 13–5, and the report was placed on the regular calendar. The committee's amendment (2016-1273h) was adopted on a voice vote on April 20, 2016, changing the text of the bill. On April 20, 2016 the House voted to pass it with changes on a roll call 178–162. On April 20, 2016 the bill was referred to the Finance committee, whose chair waived the referral under House Rule 46(f). On April 20, 2016 the bill was referred to the Ways and Means committee. The committee held a public hearing on April 26, 2016. The committee met in executive session on April 27, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2016-1620h) by a vote of 16–2, and the report was placed on the regular calendar. The committee's amendment (2016-1620h) was adopted on a voice vote on May 11, 2016, changing the text of the bill. On May 11, 2016 the House voted to pass it with changes on a roll call 158–128. On May 19, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2113e) was adopted on a voice vote to correct technical errors found after passage.
