The Story
It was introduced on January 8, 2015 and referred to the Senate Education committee. The committee held a public hearing on February 10, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0677s). The committee's amendment (0677s) was adopted on a voice vote on March 12, 2015, changing the text of the bill. A floor amendment (2015-0840s), offered by Sen. Kelly, was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 26, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Education committee. The committee held a public hearing on April 7, 2015. The committee met in executive session on April 9, 2015 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 12, 2015 and October 1, 2015. The committee met in executive session on October 27, 2015 to vote on its recommendation. The committee voted 14–5 to recommend that the House pass it with changes (amendment 2015-2498h), and the report was placed on the regular calendar. The committee's amendment (2015-2498h) was adopted on a voice vote on January 6, 2016, changing the text of the bill. On January 6, 2016 the House voted to pass it with changes on a roll call 267–65. On February 11, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Reagan. The bill was enrolled on March 9, 2016 — the final check of the text before it goes to the governor. The governor signed it on March 16, 2016, making it Chapter 7 of the session laws. It took effect on March 16, 2016.
