It crossed to the House and was referred to the House Ways and Means committee. The committee held a public hearing on April 9, 2015. The committee held work sessions on April 23, 2015, April 28, 2015, May 5, 2015, May 12, 2015 and May 19, 2015. The committee met in executive session on May 21, 2015 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 15, 2015, September 22, 2015, September 29, 2015, October 8, 2015 and October 13, 2015. The committee met in executive session on October 14, 2015 to vote on its recommendation. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2015-2484h), and the report was placed on the consent calendar. The committee's amendment (2015-2484h) was adopted on a voice vote on January 6, 2016, changing the text of the bill. On January 6, 2016 the House voted to pass it with changes on a voice vote. On February 4, 2016 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Boutin. An enrolled bill amendment (2016-0500e) was adopted on a voice vote on February 11, 2016. These correct technical errors found after passage. The bill was enrolled on March 3, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-0500e) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on March 9, 2016 — the final check of the text before it goes to the governor. The governor signed it on March 18, 2016, making it Chapter 10 of the session laws. It took effect on September 14, 2016.
