The Story

The committee met in executive session on October 21, 2015 and October 29, 2015. The majority recommended that the House pass it with changes (amendment 2015-2515h), and the minority recommended that the House kill it, by a vote of 6–5. The report was placed on the regular calendar. The committee's amendment (2015-2515h) was adopted on a voice vote on January 7, 2016, changing the text of the bill. On January 7, 2016 the House voted to pass it with changes on a division vote 204–104. It crossed to the Senate on February 18, 2016 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 16, 2016. The committee recommended that the Senate pass it. A floor amendment (2016-1865s), offered by Sen. Daniels, was adopted on a roll call 13–11 on May 5, 2016, changing the text of the bill. On May 5, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Non-Concurs with Senate Amendment 1865s and Requests CofC” on a division vote 305–8, on a motion by Rep. A. Christie. On May 19, 2016 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 25, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the Senate adopted the conference report (2085c) on a roll call 22–2. On June 1, 2016 the House adopted the conference report (2085c) on a division vote 302–15. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2134e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on June 9, 2016. The legislature can override a veto with a two-thirds vote in both chambers. On June 16, 2016 the House voted 179–112 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
