HB 458 (2016)

revising the legislative ethics laws and the guidelines of the legislative ethics committee.

  • Status: Signed into law
  • Term: 2015-2016
  • House committee: Legislative Administration
  • Senate committee: Rules, Enrolled Bills and Internal Affairs
  • Subject: Legislature
  • Chapter law: 328

The Story

It was introduced on January 8, 2015 and referred to the House Legislative Administration committee. The committee held a public hearing on February 5, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee voted unanimously, 9–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 11, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on April 16, 2015. The committee recommended that the Senate send it back to committee. On May 7, 2015 the Senate voted to send it back to committee on a voice vote. The committee held a public hearing on January 14, 2016. The committee recommended that the Senate pass it with changes (amendment 2015-3090s). The committee's amendment (3090s) was adopted on a voice vote on January 21, 2016, changing the text of the bill. On January 21, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 6, 2016 the House adopted “House Non-Concurs with Senate Amendment 3090s and Requests CofC” on a voice vote, on a motion by Rep. Hinch. On May 12, 2016 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Prescott. A committee of conference met on May 24, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the Senate adopted the conference report (2053c) on a voice vote. On June 1, 2016 the House adopted the conference report (2053c) on a voice vote. The bill was enrolled on June 16, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2153e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 24, 2016, making it Chapter 328 of the session laws.
