HB 297 (2016)

protecting individual customer data from disclosure by a public utility.

  • Status: Signed into law
  • Term: 2015-2016
  • House committee: Science, Technology and Energy
  • Senate committee: Energy and Natural Resources
  • Subject: Energy and Utilities
  • Chapter law: 258

The Story

It was introduced on January 8, 2015 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 10, 2015. The committee met in executive session on February 12, 2015 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on June 23, 2015. The committee met in executive session on June 30, 2015 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it with changes (amendment 2015-2360h), by a vote of 12–8. The report was placed on the regular calendar. On January 7, 2016 the House voted to lay it on the table on a voice vote, on a motion by Rep. Introne. On March 10, 2016 the House adopted “Remove from Table” on a voice vote, on a motion by Rep. Vose. On March 10, 2016 the House rejected a motion to kill it on a division vote 66–244. A floor amendment (2016-0295h), offered by Rep. Vose, was adopted on a voice vote on March 10, 2016, changing the text of the bill. On March 10, 2016 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 17, 2016 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 6, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1841s). The committee's amendment (1841s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Concurs with Senate Amendment 1841s” on a voice vote, on a motion by Rep. Introne. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2126e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 15, 2016, making it Chapter 258 of the session laws.
