The Story
It was introduced on January 8, 2015 and referred to the House Education committee. The committee held a public hearing on January 29, 2015. The committee met in executive session on February 5, 2015 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on May 19, 2015, May 26, 2015, August 25, 2015, September 8, 2015, October 6, 2015 and October 20, 2015. The committee met in executive session on October 27, 2015 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2015-2509h), and the minority recommended that the House kill it, by a vote of 13–7. The report was placed on the regular calendar. The committee's amendment (2015-2509h) was adopted on a voice vote on January 6, 2016, changing the text of the bill. On January 6, 2016 the House voted to pass it with changes on a division vote 198–133. On January 6, 2016 the bill was referred to the Finance committee. The committee met in executive session on February 4, 2016 to vote on its recommendation. The committee voted unanimously, 25–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 9, 2016 the House voted to pass it on a voice vote. It crossed to the Senate on March 10, 2016 and was referred to the Senate Education committee. The committee held a public hearing on March 22, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1118s). The committee's amendment (1118s) was adopted on a voice vote on March 31, 2016, changing the text of the bill. On March 31, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On April 20, 2016 the House adopted “House Concurs with Senate Amendment 1118s (Reps. Ladd, Kurk)” on a voice vote. The bill was enrolled on May 11, 2016 — the final check of the text before it goes to the governor. The governor signed it on May 19, 2016, making it Chapter 72 of the session laws.
