The Story
It was introduced on January 27, 2016 and referred to the House Public Works and Highways committee. The committee held a public hearing on February 4, 2016. The committee held work sessions on February 17, 2016 and March 1, 2016. The committee met in executive session on March 2, 2016 to vote on its recommendation. The committee voted 18–2 to recommend that the House pass it with changes (amendment 2016-0903h), and the report was placed on the regular calendar. The committee's amendment (2016-0903h) was adopted on a voice vote on March 10, 2016, changing the text of the bill. A floor amendment (2016-0941h), offered by Rep. Kurk, was adopted on a roll call 174–162 on March 10, 2016, changing the text of the bill. On March 10, 2016 the House voted to pass it with changes on a voice vote. On March 10, 2016 the House failed “Reconsider” on a roll call 130–175, on a motion by Rep. Hinch. It crossed to the Senate on March 17, 2016 and was referred to the Senate Transportation committee. The committee held a public hearing on April 26, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1832s). The committee's amendment (1832s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. A floor amendment (2016-1928s), offered by Sen. Feltes, was adopted on a voice vote on May 12, 2016, changing the text of the bill. A floor amendment (2016-1913s), offered by Sen. Lasky, was rejected on a roll call 11–13 on May 12, 2016. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Non-Concurs with Senate Amendment 1832s and 1928s and Requests CofC” on a division vote 312–1, on a motion by Rep. Chandler. On May 19, 2016 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Stiles. A committee of conference met on May 23, 2016 and May 26, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the Senate adopted the conference report (2055c) on a voice vote. On June 1, 2016 the House adopted the conference report (2055c) on a voice vote. The bill was enrolled on June 16, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2156e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 24, 2016, making it Chapter 324 of the session laws.
