The Story

It was introduced on January 8, 2015 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on January 22, 2015. The committee held work sessions on February 5, 2015 and February 17, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on October 6, 2015, October 13, 2015 and October 20, 2015. The committee met in executive session on October 27, 2015 to vote on its recommendation. The committee voted 15–5 to recommend that the House pass it with changes (amendment 2015-2457h), and the report was placed on the regular calendar. The committee's amendment (2015-2457h) was adopted on a voice vote on January 6, 2016, changing the text of the bill. On January 6, 2016 the House voted to pass it with changes on a roll call 360–1. It crossed to the Senate on February 18, 2016 and was referred to the Senate Commerce committee. The committee held a public hearing on March 15, 2016. The committee recommended that the Senate kill it. On April 21, 2016 the Senate rejected a motion to kill it on a voice vote. On April 21, 2016 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2016-1825s). The committee's amendment (1825s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. A floor amendment (2016-1948s), offered by Sen. Forrester, was adopted on a voice vote on May 12, 2016, changing the text of the bill. A floor amendment (2016-1954s), offered by Sen. Daniels, was rejected on a roll call 7–17 on May 12, 2016. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House failed “House Non-Concurs with Senate Amendment 1825s and 1948s and Requests CofC” on a division vote 135–155, on a motion by Rep. John Hunt. On May 19, 2016 the House adopted “House Concurs with Senate Amendment 1825s and 1948s” on a voice vote, on a motion by Rep. Shurtleff. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 9, 2016, making it Chapter 216 of the session laws.
