The Story

It was introduced on January 6, 2016 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 17, 2016. The committee met in executive session on March 2, 2016 to vote on its recommendation. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 2016-0622h), and the report was placed on the consent calendar. The committee's amendment (2016-0622h) was adopted on a voice vote on March 9, 2016, changing the text of the bill. On March 9, 2016 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 17, 2016 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 12, 2016. The committee recommended that the Senate study it after the session ends. On April 28, 2016 the Senate failed “Refer to Interim Study” on a voice vote. A floor amendment (2016-1664s), offered by Sen. Kelly, was adopted on a voice vote on April 28, 2016, changing the text of the bill. On April 28, 2016 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2016-1813s). The committee's amendment (1813s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Concurs with Senate Amendment 1664s and 1813s” on a voice vote, on a motion by Rep. Kotowski. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 6, 2016, making it Chapter 211 of the session laws.
