It was introduced on January 6, 2016 and referred to the House Education committee. The committee held a public hearing on January 12, 2016. The committee met in executive session on January 26, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 11–8, and the report was placed on the regular calendar. On February 10, 2016 the House voted to pass it on a roll call 186–172. On February 10, 2016 the bill was referred to the Finance committee. The committee held work sessions on March 2, 2016, March 3, 2016 and March 15, 2016. The committee met in executive session on March 16, 2016 to vote on its recommendation. The committee voted unanimously, 26–0, to recommend that the House pass it with changes (amendment 2016-1092h), and the report was placed on the consent calendar. The committee's amendment (2016-1092h) was adopted on a voice vote on March 23, 2016, changing the text of the bill. On March 23, 2016 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 2016 and was referred to the Senate Education committee. The committee held a public hearing on April 12, 2016. The committee recommended that the Senate pass it. A floor amendment (2016-1472s), offered by Sen. Reagan, was adopted on a voice vote on April 21, 2016, changing the text of the bill. On April 21, 2016 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2016-1614s). On May 5, 2016 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2016-1614s , 2/3 Necessary”. The committee's amendment (1614s) was adopted on a voice vote on May 5, 2016, changing the text of the bill. On May 5, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Concurs with Senate Amendment 1614s (Reps. Ladd, Kurk)” on a voice vote. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2130e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 15, 2016, making it Chapter 262 of the session laws.
