  • Term: 2015-2016
  • House committee: Resources, Recreation and Development
  • Senate committee: Energy and Natural Resources
  • Subject: Environment - Administration
  • Chapter law: 227

The Story

It was introduced on January 6, 2016 and referred to the House Resources, Recreation and Development committee. The committee held a public hearing on January 26, 2016. The committee held work sessions on February 3, 2016 and February 10, 2016. The committee met in executive session on February 11, 2016 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2016-0488h), and the report was placed on the consent calendar. The committee's amendment (2016-0488h) was adopted on a voice vote on March 9, 2016, changing the text of the bill. On March 9, 2016 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 17, 2016 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 6, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1505s). On April 28, 2016 the Senate adopted “RSA 487:16-e, Lines 8-11” on a roll call 22–1. On April 28, 2016 the Senate adopted “Sections 1-3 and 4 I-III and 5-6, RC 23Y-0N; Ought to Pass with Amendment 1505s” and ordered it to a third reading. On May 11, 2016 the House adopted “House Concurs with Senate Amendment 1505s” on a voice vote, on a motion by Rep. C. Christensen. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2006e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 9, 2016, making it Chapter 227 of the session laws.
