The Story

It was introduced on January 6, 2016 and referred to the House Election Law committee. The committee held a public hearing on January 26, 2016. The committee met in executive session on March 1, 2016 to vote on its recommendation. The committee voted 15–2 to recommend that the House pass it, and the report was placed on the consent calendar. On March 9, 2016 the House voted to pass it on a voice vote. It crossed to the Senate on March 10, 2016 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on May 4, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1850s). On May 12, 2016 the Senate adopted “Special Order HB 1503 to the end of the Regular Calendar, Without Objection”. The committee's amendment (1850s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. A floor amendment (2016-1972s), offered by Sen. Bradley, was adopted on a voice vote on May 12, 2016, changing the text of the bill. On May 12, 2016 the Senate again adopted “Special Order HB 1503 to the end of the Regular Calendar, Without Objection”. On May 12, 2016 the Senate adopted “Special Order HB 1503 to the present time, Without Objection”. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 12, 2016 the Senate adopted “Reconsider HB 1503: Rescind OT3rdg and Vote on Ought to Pass with Amendment” on a voice vote and ordered it to a third reading, on a motion by Sen. Bradley. A floor amendment (2016-1973s), offered by Sen. Bradley, was adopted on a voice vote on May 12, 2016, changing the text of the bill. On May 12, 2016 the Senate again voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Non-Concurs with Senate Amendment 1850s and 1972s and 1973s and Requests CofC” on a division vote 289–26, on a motion by Rep. Hoelzel. On May 19, 2016 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Regina Birdsell. A committee of conference met on May 23, 2016 to try to settle the differences between the two chambers' versions of the bill. On June 1, 2016 the Senate adopted the conference report (2015c) on a roll call 23–1. On June 1, 2016 the House adopted the conference report (2015c) on a voice vote. The bill was enrolled on June 16, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2163e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 24, 2016, making it Chapter 320 of the session laws.
