The Story

It was introduced on January 6, 2016 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on February 16, 2016. The committee met in executive session on March 1, 2016 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 9, 2016 the House voted to pass it on a voice vote. It crossed to the Senate on March 10, 2016 and was referred to the Senate Commerce committee. The committee held a public hearing on April 19, 2016. The committee held a public hearing on April 19, 2016 on a proposed non-germane amendment (2016-1205s). The committee recommended that the Senate pass it with changes (amendment 2016-1499s). On April 28, 2016 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2016-1499s , NT, 2/3 Necessary”. The committee's amendment (1499s) was adopted on a voice vote on April 28, 2016, changing the text of the bill. On April 28, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 11, 2016 the House adopted “House Concurs with Senate Amendment 1499s” on a voice vote, on a motion by Rep. Kotowski. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2016, making it Chapter 214 of the session laws.
