The Story
It was introduced on January 6, 2016 and referred to the House Education committee. The committee held a public hearing on February 2, 2016. The committee met in executive session on February 16, 2016 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it with changes (amendment 2016-0539h) by a vote of 10–8, and the report was placed on the regular calendar. On March 10, 2016 the House adopted “Special Order to calendar of 3/23/2016” on a division vote 275–25. The committee's amendment (2016-0539h) was adopted on a voice vote on March 23, 2016, changing the text of the bill. On March 23, 2016 the House voted to pass it with changes on a roll call 168–130. It crossed to the Senate on March 24, 2016 and was referred to the Senate Education committee. The committee held a public hearing on April 5, 2016. The committee recommended that the Senate pass it. On April 14, 2016 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on April 28, 2016 — the final check of the text before it goes to the governor. The governor signed it on May 5, 2016, making it Chapter 67 of the session laws.
