The Story
It was introduced on January 6, 2016 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on January 21, 2016. The committee held a work session on January 28, 2016. The committee met in executive session on February 3, 2016 to vote on its recommendation. The minority of the committee recommended that the House pass it. The majority of the committee recommended that the House kill it by a vote of 11–10, and the report was placed on the regular calendar. On March 10, 2016 the House rejected a motion to kill it on a roll call 163–169. On March 10, 2016 the House voted to pass it on a roll call 208–124. It crossed to the Senate on March 17, 2016 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 13, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1543s). The committee's amendment (1543s) was adopted on a voice vote on April 28, 2016, changing the text of the bill. On April 28, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 11, 2016 the House adopted “House Concurs with Senate Amendment 1543s” on a voice vote, on a motion by Rep. Introne. The bill was enrolled on May 19, 2016 — the final check of the text before it goes to the governor. The governor signed it on June 3, 2016, making it Chapter 163 of the session laws.
