The Story

It was introduced on January 6, 2016 and referred to the House Election Law committee. The committee held a public hearing on January 12, 2016. The committee held a work session on January 26, 2016. The committee met in executive session on February 2, 2016 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2016-0212h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 9, 2016. On March 10, 2016 the House adopted “Special Order to calendar of 3/23/2016” on a division vote 275–25. The committee's amendment (2016-0212h) was adopted on a voice vote on March 23, 2016, changing the text of the bill. A floor amendment (2016-0403h), offered by Rep. Bates, was adopted on a division vote 271–71 on March 23, 2016, changing the text of the bill. On March 23, 2016 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 24, 2016 and was referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on April 13, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1847s). The committee's amendment (1847s) was adopted on a voice vote on May 12, 2016, changing the text of the bill. On May 12, 2016 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2016-1950s , NT, 2/3 Necessary”. A floor amendment (2016-1950s), offered by Sen. David Watters, was rejected on a roll call 12–12 on May 12, 2016. On May 12, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 19, 2016 the House adopted “House Concurs with Senate Amendment 1847s” on a voice vote, on a motion by Rep. Hoelzel. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-2127e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 15, 2016, making it Chapter 259 of the session laws.
