The Story
It was introduced on January 6, 2016 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 3, 2016. The committee held a work session on February 18, 2016. The committee met in executive session on March 1, 2016 to vote on its recommendation. The committee voted 17–2 to recommend that the House pass it, and the report was placed on the consent calendar. On March 9, 2016 the House voted to pass it on a voice vote. It crossed to the Senate on March 10, 2016 and was referred to the Senate Commerce committee. The committee held a public hearing on March 22, 2016. The committee recommended that the Senate pass it with changes (amendment 2016-1219s). On April 7, 2016 the Senate adopted “Without Objection, Rule 3-17 is Suspended to Allow Non-Germane Amendment #2016-1219s , NT, 2/3 Necessary”. The committee's amendment (1219s) was adopted on a voice vote on April 7, 2016, changing the text of the bill. A floor amendment (2016-1265s), offered by Sen. Bradley, was adopted on a voice vote on April 7, 2016, changing the text of the bill. On April 7, 2016 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 11, 2016 the House adopted “House Concurs with Senate Amendment 1219s and 1265s” on a voice vote, on a motion by Rep. John Hunt. The bill was enrolled on June 1, 2016 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2016-1991e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on June 9, 2016, making it Chapter 219 of the session laws.
