The Story
It was introduced on January 8, 2015 and referred to the Senate Commerce committee. The committee held a public hearing on January 22, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0055s). The committee's amendment (0055s) was adopted on a voice vote on January 29, 2015, changing the text of the bill. On January 29, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 4, 2015 and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on March 24, 2015. The committee held a public hearing on April 8, 2015 on a proposed non-germane amendment (1235h). The committee held work sessions on April 14, 2015, May 5, 2015 and May 12, 2015. The committee met in executive session on May 19, 2015 to vote on its recommendation. The committee voted unanimously, 21–0, to recommend that the House pass it with changes (amendment 2015-1683h), and the report was placed on the consent calendar. The committee's amendment (1683h) was adopted on a voice vote on June 3, 2015, changing the text of the bill. On June 3, 2015 the House voted to pass it with changes on a voice vote. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Major)” on a voice vote. On June 4, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Prescott. A committee of conference met on June 16, 2015 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2238c) on a voice vote. The Senate adopted the conference report (2238c) on a voice vote. An enrolled bill amendment (2341e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2341e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 20, 2015, making it Chapter 267 of the session laws. It took effect on July 20, 2015.
