The Story
It was introduced on January 8, 2015 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on January 21, 2015. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On January 29, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 4, 2015 and was referred to the House Municipal and County Government committee. The committee held a public hearing on March 24, 2015. The committee met in executive session on March 26, 2015 to vote on its recommendation. The committee voted unanimously, 15–0, to recommend that the House pass it with changes (amendment 2015-1118h), and the report was placed on the consent calendar. The committee's amendment (1118h) was adopted on a voice vote on April 15, 2015, changing the text of the bill. On April 15, 2015 the House voted to pass it with changes on a voice vote. On April 30, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Regina Birdsell. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep J. Belanger)” on a voice vote. A committee of conference met on June 9, 2015 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2100c) on a voice vote. The Senate adopted the conference report (2100c) on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2015, making it Chapter 247 of the session laws. It took effect on September 11, 2015.
