The Story
It was introduced on January 8, 2015 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on January 22, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0741s). The committee's amendment (0741s) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 12, 2015 and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 24, 2015. The committee met in executive session on April 28, 2015 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 2015-1207h), and the report was placed on the consent calendar. The committee's amendment (1207h) was adopted on a voice vote on May 6, 2015, changing the text of the bill. On May 6, 2015 the House voted to pass it with changes on a voice vote. On May 21, 2015 the Senate adopted “Sen. Carson Concurs with House Amendment #1207h” on a voice vote. An enrolled bill amendment (2015-1996e) was adopted on a voice vote on May 28, 2015. These correct technical errors found after passage. The bill was enrolled on June 4, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-1996EBA) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 11, 2015 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 185. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
