The Story

It was introduced on January 29, 2015 and referred to the Senate Judiciary committee. The committee held a public hearing on February 17, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0703s). The committee's amendment (0703s) was rejected on a roll call 11–13 on March 12, 2015. On March 12, 2015 the Senate voted to pass it on a roll call 13–11 and ordered it to a third reading. It crossed to the House on March 12, 2015 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 31, 2015. The committee met in executive session on April 21, 2015 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2015-1274h), and the minority recommended that the House kill it, by a vote of 11–5. The report was placed on the regular calendar. The committee's amendment (1274h) was adopted on a roll call 192–161 on May 6, 2015, changing the text of the bill. On May 6, 2015 the House voted to pass it with changes on a roll call 193–159. On May 21, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Tholl)” on a voice vote. A committee of conference met on June 15, 2015 and June 18, 2015 to try to settle the differences between the two chambers' versions of the bill.
