The Story
It was introduced on January 8, 2015 and referred to the Senate Public and Municipal Affairs committee. The committee held public hearings on January 21, 2015 and February 11, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0730s). The committee's amendment (0730s) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2015-0997s). The committee's amendment (0997s) was rejected on a voice vote on March 26, 2015. A floor amendment (2015-1094s), offered by Sen. Forrester, was adopted on a voice vote on March 26, 2015, changing the text of the bill. On March 26, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Municipal and County Government committee. The House withdrew that referral and sent the bill to the Finance committee instead. The committee held a public hearing on April 21, 2015. The committee held work sessions on April 22, 2015, April 23, 2015 and April 28, 2015. The committee met in executive session on April 30, 2015 to vote on its recommendation. The committee voted unanimously, 22–0, to recommend that the House pass it with changes (amendment 2015-1515h), and the report was placed on the regular calendar. The committee's amendment (1515h) was adopted on a voice vote on May 6, 2015, changing the text of the bill. On May 6, 2015 the House voted to pass it with changes on a roll call 293–57. On May 6, 2015 the House failed “Reconsider (Rep Chandler)” on a voice vote. On May 7, 2015 the Senate adopted “Sen. Forrester Concurs with House Amendment #1515h” on a voice vote. The bill was enrolled on May 13, 2015 — the final check of the text before it goes to the governor. The governor signed it on May 21, 2015, making it Chapter 47 of the session laws. It took effect on May 21, 2015.
