It crossed to the House and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 8, 2015. The committee held work sessions on April 14, 2015, April 21, 2015 and May 14, 2015. The committee met in executive session on May 19, 2015 to vote on its recommendation. The committee held a work session on May 19, 2015. The majority recommended that the House pass it with changes (amendment 2015-1743h), and the minority recommended that the House pass it with changes (amendment 2015-1823h), by a vote of 15–6. The report was placed on the regular calendar. The committee's amendment (1743h) was adopted on a voice vote on June 3, 2015, changing the text of the bill. On June 3, 2015 the House voted to pass it with changes on a voice vote. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Major)” on a voice vote. On June 4, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Prescott. A committee of conference met on June 11, 2015 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2152c) on a voice vote. The Senate adopted the conference report (2152c) on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2364e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 27, 2015, making it Chapter 273 of the session laws. It took effect on January 1, 2016.
