The Story
It was introduced on February 12, 2015 and referred to the Senate Public and Municipal Affairs committee. The committee held a public hearing on March 18, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1029s). The committee's amendment (1029s) was adopted on a voice vote on March 26, 2015, changing the text of the bill. On March 26, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Municipal and County Government committee. The committee held a public hearing on April 21, 2015. The committee met in executive session on April 29, 2015 and May 12, 2015. The committee voted unanimously, 16–0, to recommend that the House pass it with changes (amendment 2015-1505h), and the report was placed on the consent calendar. The committee's amendment (1505h) was adopted on a voice vote on June 3, 2015, changing the text of the bill. On June 3, 2015 the House voted to pass it with changes on a voice vote. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Hinch)” on a voice vote. On June 4, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Regina Birdsell. A committee of conference met on June 17, 2015 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2279c) on a voice vote. The Senate adopted the conference report (2279c) on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2015, making it Chapter 256 of the session laws. It took effect on January 1, 2016.
