The Story
It was introduced on January 8, 2015 and referred to the Senate Education committee. The committee held a public hearing on February 10, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0449s). The committee's amendment (0449s) was adopted on a voice vote on March 5, 2015, changing the text of the bill. On March 5, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate kill it. On March 19, 2015 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2015-0922s), offered by Sen. Stiles, was adopted on a voice vote on March 19, 2015, changing the text of the bill. On March 19, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Education committee. The committee held a public hearing on March 31, 2015. The committee met in executive session on March 31, 2015 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 15–6. The report was placed on the regular calendar. On April 15, 2015 the House voted to pass it on a division vote 186–155. The bill was enrolled on April 29, 2015 — the final check of the text before it goes to the governor. It became law without the governor's signature, as Chapter 41. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
