The Story
It was introduced on January 8, 2015 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 4, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0733s). The committee's amendment (0733s) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 26, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on April 7, 2015. The committee met in executive session on April 7, 2015 to vote on its recommendation. The committee voted 11–3 to recommend that the House pass it, and the report was placed on the regular calendar. On April 15, 2015 the House voted to pass it on a voice vote. On April 15, 2015 the bill was referred to the Finance committee. The committee held work sessions on April 23, 2015, April 30, 2015, May 5, 2015 and May 14, 2015. The committee met in executive session on May 26, 2015 to vote on its recommendation. The committee voted unanimously, 21–0, to recommend that the House pass it with changes (amendment 2015-1899h), and the report was placed on the regular calendar. The committee's amendment (1899h) was adopted on a voice vote on June 3, 2015, changing the text of the bill. On June 3, 2015 the House voted to pass it with changes on a voice vote. On June 4, 2015 the Senate adopted “Sen. Carson Concurs with House Amendment #1899h” on a voice vote. An enrolled bill amendment (2015-2221EBA) was considered on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2221e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 13, 2015, making it Chapter 253 of the session laws. It took effect on September 11, 2015.
