The Story

It was introduced on January 8, 2015 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 21, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0731s). On March 12, 2015 the Senate adopted “Special Order SB 170 to 3/19/15, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2015-0731s). On March 19, 2015 the Senate adopted “Special Order SB 170 to the end of the Calendar, Without Objection”. The committee's amendment (0731s) was adopted on a voice vote on March 19, 2015, changing the text of the bill. On March 19, 2015 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1056s, NT, 2/3 Necessary”. A floor amendment (2015-1056s), offered by Sen. Prescott, was adopted on a voice vote on March 19, 2015, changing the text of the bill. On March 19, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 9, 2015. The committee met in executive session on April 9, 2015 to vote on its recommendation. The committee voted 13–2 to recommend that the House pass it with changes (amendment 2015-1286h), and the report was placed on the consent calendar. The committee's amendment (1286h) was adopted on a voice vote on April 29, 2015, changing the text of the bill. On April 29, 2015 the House voted to pass it with changes on a voice vote. On June 3, 2015 the House adopted “House Accedes to Senate Request for Committee of Conference (Rep Gorman)” on a voice vote. On June 4, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Bradley. A committee of conference met on June 10, 2015 to try to settle the differences between the two chambers' versions of the bill. The House adopted the conference report (2125c) on a voice vote. The Senate adopted the conference report (2125c) on a voice vote. An enrolled bill amendment (2342e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2342e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 20, 2015, making it Chapter 268 of the session laws. It took effect on July 20, 2015.
