The Story

It was introduced on January 8, 2015 and referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on February 4, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0467s). The committee's amendment (0467s) was adopted on a voice vote on March 5, 2015, changing the text of the bill. On March 5, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2015-0808s). The committee's amendment (0808s) was adopted on a voice vote on March 19, 2015, changing the text of the bill. On March 19, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Executive Departments and Administration committee. The committee held a public hearing on March 31, 2015. The committee met in executive session on April 7, 2015 to vote on its recommendation. The committee voted 11–3 to recommend that the House pass it with changes (amendment 2015-1198h), and the report was placed on the regular calendar. On April 15, 2015 the House adopted “Recommit (Rep Sytek)” on a voice vote. The committee met in executive session on April 28, 2015 to vote on its recommendation. The committee voted 10–4 to recommend that the House pass it with changes (amendment 2015-1470h), and the report was placed on the regular calendar. On May 6, 2015 the House voted to lay it on the table on a roll call 206–147. On June 3, 2015 the House adopted “Remove from Table (Rep A. Christie)” on a division vote 234–118. The committee's amendment (1470h) was rejected on a voice vote on June 3, 2015. A floor amendment (2015-1931h) was adopted on a division vote 229–125 on June 3, 2015, changing the text of the bill. On June 3, 2015 the House voted to pass it with changes on a roll call 230–128. On June 4, 2015 the Senate adopted “Sen. Carson Concurs with House Amendment #1931h, NT” on a voice vote. An enrolled bill amendment (2015-2109) was adopted on a voice vote on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2109e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 6, 2015, making it Chapter 208 of the session laws. It took effect on January 1, 2016.
