The Story
It was introduced on January 8, 2015 and referred to the Senate Judiciary committee. The committee held a public hearing on February 10, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0736s). The committee's amendment (0736s) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 12, 2015 and was referred to the House Judiciary committee. The committee held a public hearing on April 16, 2015. The committee held work sessions on April 23, 2015, May 5, 2015, May 7, 2015, May 12, 2015 and May 14, 2015. The committee met in executive session on May 19, 2015 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2015-1824h), and the report was placed on the regular calendar. The committee's amendment (1824h) was adopted on a voice vote on June 3, 2015, changing the text of the bill. On June 3, 2015 the House rejected a motion to lay it on the table on a division vote 138–204. On June 3, 2015 the House voted to pass it with changes on a roll call 212–127. On June 4, 2015 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. On June 11, 2015 the Senate adopted “Reconsideration on Nonconcur with House Amendment #1824h; and Request C of C” on a voice vote, on a motion by Sen. Lasky. On June 11, 2015 the Senate adopted “Sen. Carson concurs with House Amendment #1824h” on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2333e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 13, 2015, making it Chapter 249 of the session laws. It took effect on January 1, 2016.
