SB 116-FN (2015)
repealing the license requirement for carrying a concealed pistol or revolver.
- Status: Vetoed, override failed
- Term: 2015-2016
- House committee: Criminal Justice and Public Safety
- Senate committee: Judiciary
- Subject: Miscellaneous
The Story
It was introduced on January 8, 2015 and referred to the Senate Judiciary committee. The committee held a public hearing on January 29, 2015. The committee recommended that the Senate pass it. On February 12, 2015 the Senate voted to pass it on a roll call 14–9 and ordered it to a third reading. It crossed to the House on March 4, 2015 and was referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 24, 2015. The majority recommended that the House pass it with changes (amendment 2015-1322h), and the minority recommended that the House kill it, by a vote of 10–6. The report was placed on the regular calendar. The committee's amendment (1322h) was adopted on a voice vote on April 29, 2015, changing the text of the bill. On April 29, 2015 the House voted to pass it with changes on a roll call 212–150. On June 4, 2015 the Senate adopted “Sen. Carson Concurs with House Amendment #1322h” on a voice vote. An enrolled bill amendment (2015-2149) was adopted on a voice vote on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2149e) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 6, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2015 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
