The Story

It was introduced on January 8, 2015 and referred to the Senate Transportation committee. The committee held a public hearing on February 10, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-0462s). The committee's amendment (0462s) was adopted on a voice vote on March 5, 2015, changing the text of the bill. A floor amendment (2015-0533s), offered by Sen. David Watters, was adopted on a voice vote on March 5, 2015, changing the text of the bill. On March 5, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate kill it. On March 19, 2015 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Bradley. On March 26, 2015 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Bradley. On March 26, 2015 the Senate rejected a motion to kill it on a voice vote. On March 26, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading, on a motion by Sen. Stiles. It crossed to the House and was referred to the House Transportation committee. The committee held public hearings on April 21, 2015 and April 28, 2015. The committee met in executive session on April 28, 2015 to vote on its recommendation. The committee voted 10–5 to recommend that the House pass it, and the report was placed on the regular calendar. On May 6, 2015 the House voted to pass it on a voice vote. The bill was enrolled on May 14, 2015 — the final check of the text before it goes to the governor. The governor signed it on June 3, 2015, making it Chapter 78 of the session laws. It took effect on July 1, 2016.
