A floor amendment (2015-1061s), offered by Sen. Sharon Carson, was adopted on a voice vote on March 19, 2015, changing the text of the bill. On March 19, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. The committee held a public hearing on March 31, 2015. The committee held work sessions on April 14, 2015 and April 21, 2015. The committee met in executive session on April 28, 2015 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it with changes (amendment 2015-1455h), by a vote of 11–10.
