The Story
It was introduced on January 8, 2015 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 17, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2015-0452h), and the minority recommended that the House kill it, by a vote of 11–8. The report was placed on the regular calendar. On March 12, 2015 the House adopted “Special Order as the next order of business (Rep Shepardson)” on a voice vote. The committee's amendment (0452h) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the House voted to pass it with changes on a division vote 267–67. It crossed to the Senate on March 19, 2015 and was referred to the Senate Energy and Natural Resources committee. The committee held public hearings on April 8, 2015 and April 22, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1736s). The committee's amendment (1736s) was adopted on a voice vote on May 21, 2015, changing the text of the bill. A floor amendment (2015-1855s), offered by Sen. Bradley, was adopted on a voice vote on May 21, 2015, changing the text of the bill. On May 21, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On June 3, 2015 the House adopted “House Non-Concurs and Requests Committee of Conference (Rep Hinch)” on a voice vote. On June 4, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 11, 2015 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Bradley. A committee of conference met on June 12, 2015 and June 15, 2015 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2186c) on a voice vote. The House adopted the conference report (2186c) on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor. The governor signed it on July 8, 2015, making it Chapter 219 of the session laws. It took effect on July 8, 2015.
