HB 603 (2015)

relative to student exemption from the statewide assessment.

  • Status: Vetoed, override failed
  • Term: 2015-2016
  • House committee: Education
  • Senate committee: Education
  • Subject: Education - General

The Story

It was introduced on January 8, 2015 and referred to the House Education committee. The committee held a public hearing on February 20, 2015. The committee met in executive session on March 5, 2015 to vote on its recommendation. The committee voted 11–10 to recommend that the House pass it with changes (amendment 2015-0661h), and the report was placed on the regular calendar. The committee's amendment (0661h) was rejected on a voice vote on March 11, 2015. A floor amendment (0758h) was adopted on a voice vote on March 11, 2015, changing the text of the bill. On March 11, 2015 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Education committee. The committee held a public hearing on April 14, 2015. The committee recommended that the Senate kill it. On May 7, 2015 the Senate adopted “Special Order HB 603 to 5/14/15, Without Objection”. The committee recommended that the Senate kill it. On May 14, 2015 the Senate rejected a motion to kill it on a roll call 11–13. On May 15, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 3, 2015 — the final check of the text before it goes to the governor. The governor vetoed it on June 12, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2015 the House voted 211–141 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
