The committee voted unanimously, 15–0, to recommend that the House pass it, and the report was placed on the regular calendar. On March 25, 2015 the House voted to pass it on a roll call 364–5. It crossed to the Senate on March 26, 2015 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 29, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1982s). On June 4, 2015 the Senate adopted “Special Order HB 572-FN-L to the end of the Calendar, Without Objection”. On June 4, 2015 the Senate failed “Sec. 1, 2, 3 and 5” on a voice vote. On June 4, 2015 the Senate adopted “Sec. 4 and 5” on a voice vote. A floor amendment (2015-2063s), offered by Sen. Sanborn, was rejected on a roll call 5–19 on June 4, 2015. On June 4, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading.
