The Story
It was introduced on January 8, 2015 and referred to the House Ways and Means committee. The committee held a public hearing on February 12, 2015. The committee met in executive session on February 17, 2015 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 4, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 5, 2015 and was referred to the Senate Ways and Means committee. The committee held a public hearing on April 7, 2015. The committee recommended that the Senate pass it with changes. The committee recommended that the Senate pass it with changes (amendment 2015-1321s). The committee's amendment (1321s) was adopted on a voice vote on April 30, 2015, changing the text of the bill. On April 30, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee held a public hearing on May 27, 2015 on a proposed non-germane amendment (2015-1906s). The committee recommended that the Senate pass it with changes (amendment 2015-1984s). On June 4, 2015 the Senate rejected a motion to send it back to committee on a roll call 10–14, on a motion by Sen. Woodburn. The committee's amendment (1984s) was adopted on a voice vote on June 4, 2015, changing the text of the bill. On June 4, 2015 the Senate voted to pass it with changes on a roll call 14–10 and ordered it to a third reading. On June 11, 2015 the House adopted “House Non-Concurs with Senate Amendment and Requests Committee of Conference (Rep Major)” on a voice vote. On June 11, 2015 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Boutin. A committee of conference met on June 17, 2015 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2288c) on a roll call 14–10. The House adopted the conference report (2288c) on a roll call 202–145. An enrolled bill amendment (2347e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2347EBA) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on July 20, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2015 the House voted 230–147 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
