The Story
It was introduced on January 8, 2015 and referred to the House Judiciary committee. The House withdrew that referral and sent the bill to the Commerce and Consumer Affairs committee instead. The committee held a public hearing on February 19, 2015. The committee held a work session on March 3, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee voted 15–1 to recommend that the House pass it with changes (amendment 2015-0674h), and the report was placed on the regular calendar. A floor amendment (0674) was adopted on a voice vote on March 11, 2015, changing the text of the bill. On March 11, 2015 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on April 22, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1991s). On June 4, 2015 the Senate adopted “Special Order HB 508 to the end of the Calendar, Without Objection”. The committee's amendment (1991s) was adopted on a voice vote on June 4, 2015, changing the text of the bill. A floor amendment (2015-2046s), offered by Sen. Sharon Carson, was adopted on a voice vote on June 4, 2015, changing the text of the bill. A floor amendment (2015-2033s), offered by Sen. Bradley, was adopted on a voice vote on June 4, 2015, changing the text of the bill. On June 4, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 11, 2015 the House adopted “House Non Concurs with Senate Amendments and Requests Committee of Conference (Rep Hunt)” on a voice vote. On June 11, 2015 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 17, 2015 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2291c) on a voice vote. The House adopted the conference report (2291c) on a division vote 243–99. An enrolled bill amendment (2362e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2362EBA) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 20, 2015, making it Chapter 263 of the session laws. It took effect on October 1, 2017.
