It was introduced on January 8, 2015 and referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on February 17, 2015. The committee held a work session on March 3, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee voted 14–3 to recommend that the House pass it, and the report was placed on the regular calendar. On March 11, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Commerce committee. The committee held a public hearing on April 21, 2015. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2015-1837s), and the report was placed on the consent calendar. The committee's amendment (1837s) was adopted on a voice vote on May 28, 2015, changing the text of the bill. On May 28, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 11, 2015 the House adopted “House Concurs with Senate Amendment #1837s (Rep Hunt)” on a voice vote. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor. The governor signed it on July 13, 2015, making it Chapter 241 of the session laws.
