The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On March 11, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Commerce committee. The committee held a public hearing on April 16, 2015. The committee held a public hearing on April 28, 2015 on a proposed non-germane amendment (2015-1369s). The committee recommended that the Senate pass it with changes (amendment 2015-1477s). On May 7, 2015 the Senate adopted “Without Objection Rule 3-17 is Suspended to Allow Non-Germane Amendment 1477s, 2/3 necessary”. The committee's amendment (1477s) was adopted on a voice vote on May 7, 2015, changing the text of the bill. On May 7, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading.
