On March 4, 2015 the House rejected a motion to kill it on a roll call 163–191. On March 4, 2015 the House voted to pass it on a division vote 200–155. It crossed to the Senate on March 12, 2015 and was referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on March 24, 2015. The committee recommended that the Senate pass it. On May 7, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading.
