HB 391-FN (2015)

applying the E911 surcharge to prepaid cellular telephones.

  • Status: Signed into law
  • Term: 2015-2016
  • House committee: Science, Technology and Energy
  • Senate committee: Energy and Natural Resources
  • Subject: Miscellaneous
  • Chapter law: 230

The Story

It was introduced on January 8, 2015 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 12, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2015-0360h), and the minority recommended that the House kill it, by a vote of 14–5. The report was placed on the regular calendar. The committee's amendment (0360h) was adopted on a division vote 200–102 on March 12, 2015, changing the text of the bill. On March 12, 2015 the House voted to pass it with changes on a roll call 167–152. On March 12, 2015 the House rejected a motion to lay it on the table on a division vote 153–166. On March 12, 2015 the House failed “Reconsider (Rep White)” on a division vote 125–190. It crossed to the Senate on March 19, 2015 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 22, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1594s). The committee's amendment (1594s) was adopted on a voice vote on May 14, 2015, changing the text of the bill. On May 14, 2015 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 28, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. On June 3, 2015 the House adopted “House Concurs with Senate Amendment #1594s (Rep Introne)” on a voice vote. An enrolled bill amendment (2298e) was adopted on a voice vote on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2298EBA) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 13, 2015, making it Chapter 230 of the session laws.
