The Story

It was introduced on January 8, 2015 and referred to the House Education committee. The committee held a public hearing on February 12, 2015. The committee met in executive session on February 20, 2015 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 10–9. The report was placed on the regular calendar. On March 11, 2015 the House voted to pass it on a roll call 217–136. It crossed to the Senate on March 19, 2015 and was referred to the Senate Education committee. The committee held a public hearing on April 1, 2015. The committee recommended that the Senate pass it with changes. The committee recommended that the Senate pass it with changes (amendment 2015-1261s). On April 30, 2015 the Senate adopted “Special Order HB 332 to 5/14/15, Without Objection”. The committee recommended that the Senate pass it with changes (amendment 2015-1261s). The committee's amendment (1261s) was rejected on a voice vote on May 14, 2015. A floor amendment (2015-1559s), offered by Sen. Stiles, was adopted on a voice vote on May 14, 2015, changing the text of the bill. On May 14, 2015 the Senate adopted “call the question” on a voice vote, on a motion by Sen. Sanborn. On May 14, 2015 the Senate voted to pass it with changes on a roll call 14–10 and ordered it to a third reading. On June 3, 2015 the House adopted “House Concurs with Senate Amendment #1559s (Rep Ladd)” on a voice vote. The bill was enrolled on June 11, 2015 — the final check of the text before it goes to the governor. The governor vetoed it on June 26, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2015 the House voted 226–148 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
