The committee held work sessions on February 4, 2015 and March 3, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee voted 14–5 to recommend that the House pass it with changes (amendment 2015-0530h), and the report was placed on the regular calendar. The committee's amendment (0530h) was adopted on a voice vote on March 12, 2015, changing the text of the bill. On March 12, 2015 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 15, 2015. The committee recommended that the Senate kill it. On April 30, 2015 the Senate voted to kill it on a voice vote.
