HB 225 (2015)

requiring the defendant to personally appear in the courtroom during a victim impact statement.

  • Status: Signed into law
  • Term: 2015-2016
  • House committee: Judiciary
  • Senate committee: Judiciary
  • Subject: Crimes, Criminal Procedure and Corrections
  • Chapter law: 223

The Story

It was introduced on January 8, 2015 and referred to the House Judiciary committee. The committee held a public hearing on February 3, 2015. The committee met in executive session on February 4, 2015 and February 17, 2015. The committee voted 16–1 to recommend that the House pass it with changes (amendment 2015-0205h), and the report was placed on the consent calendar. The committee's amendment (0205h) was adopted on a voice vote on March 4, 2015, changing the text of the bill. On March 4, 2015 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 5, 2015 and was referred to the Senate Judiciary committee. The committee held a public hearing on May 5, 2015. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On June 4, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (2219e) was adopted on a voice vote on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2219EBA) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 13, 2015, making it Chapter 223 of the session laws.
