HB 219-FN (2015)

relative to the use of electronic benefit transfer (EBT) cards.

  • Status: Signed into law
  • Term: 2015-2016
  • House committee: Health, Human Services and Elderly Affairs
  • Senate committee: Health and Human Services
  • Subject: Miscellaneous
  • Chapter law: 269

The Story

It was introduced on January 8, 2015 and referred to the House Health, Human Services and Elderly Affairs committee. The committee held a public hearing on January 28, 2015. The committee met in executive session on February 3, 2015 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it, and the report was placed on the consent calendar. On February 11, 2015 the House voted to pass it on a voice vote. It crossed to the Senate on March 12, 2015 and was referred to the Senate Health and Human Services committee. The committee held a public hearing on April 7, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1569s). The committee's amendment (1569s) was adopted on a roll call 16–8 on May 14, 2015, changing the text of the bill. On May 14, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2015 the House adopted “House Non-Concurs with Senate Amendment #1569s and Requests Committee of Conference (Rep Kotowski)” on a voice vote. On June 4, 2015 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sanborn. A committee of conference met on June 17, 2015 and June 18, 2015 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2309c) on a voice vote. The House adopted the conference report (2309c) on a voice vote. An enrolled bill amendment (2349e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2349EBA) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 20, 2015, making it Chapter 269 of the session laws. It took effect on September 18, 2015.
