It was introduced on January 8, 2015 and referred to the House Fish and Game and Marine Resources committee. The committee held a public hearing on January 29, 2015. The committee held a work session on February 5, 2015. The committee met in executive session on March 3, 2015 to vote on its recommendation. The committee voted unanimously, 14–0, to recommend that the House pass it with changes (amendment 2015-0229h), and the report was placed on the consent calendar. The committee's amendment (0229h) was adopted on a voice vote on March 11, 2015, changing the text of the bill. On March 11, 2015 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 19, 2015 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 22, 2015. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2015-1586s), and the report was placed on the consent calendar. The bill was taken off the consent calendar on May 14, 2015. The committee's amendment (1586s) was adopted on a voice vote on May 14, 2015, changing the text of the bill. A floor amendment (2015-1748s), offered by Sen. Bradley, was adopted on a voice vote on May 14, 2015, changing the text of the bill. On May 14, 2015 the Senate adopted “Sec. 1 and 34” on a roll call 24–0. On May 14, 2015 the Senate adopted “Sec. 2-34” on a roll call 20–4. On May 14, 2015 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 3, 2015 the House adopted “House Concurs with Senate Amendments #1586s and #1748s (Rep Kidder)” on a division vote 226–90. An enrolled bill amendment (2162e) was adopted on a voice vote on June 11, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2162EBA) was adopted on a voice vote to correct technical errors found after passage.
