The Story
It was introduced on February 18, 2015 and referred to the House Finance committee. The committee held public hearings on March 5, 2015 and March 9, 2015. The committee held work sessions on March 10, 2015, March 12, 2015, March 13, 2015, March 15, 2015, March 16, 2015, March 17, 2015, March 18, 2015 and March 19, 2015. The committee met in executive session on March 23, 2015, March 24, 2015, March 25, 2015 and March 26, 2015. The majority recommended that the House pass it with changes (amendment 2015-1163h), and the minority recommended that the House kill it, by a vote of 14–9. The report was placed on the regular calendar. On April 1, 2015 the House adopted “Special order to next order of business (Rep Hinch)” on a voice vote. The committee's amendment (1163h) was adopted on a roll call 219–161 on April 1, 2015, changing the text of the bill. On April 1, 2015 the House took up 9 floor amendments. It adopted 2015-1224h (210–170), 2015-1162h (206–176) and 2015-1196h (334–34), and rejected 2015-1165h (147–234), 2015-1212h (167–199), 2015-1215h (163–212), 2015-1193h (163–207), 2015-1194h (151–196) and 2015-1208h (91–273). On April 1, 2015 the House voted to pass it with changes on a roll call 194–179. On April 1, 2015 the House failed “Reconsider (Rep Flanagan)” on a roll call 161–217. It crossed to the Senate and was referred to the Senate Finance committee. The committee held a public hearing on May 5, 2015. The committee recommended that the Senate pass it with changes (amendment 2015-1986s). On June 3, 2015 the House adopted “House Non-Concurs and Requests Committee of Conference (Rep Hinch)” on a voice vote. On June 4, 2015 the Senate adopted “Special Order HB 2-FN-A-L to the beginning of the regular calendar, Without Objection”. The committee's amendment (1986s) was adopted on a roll call 13–11 on June 4, 2015, changing the text of the bill. On June 4, 2015 the Senate took up 7 floor amendments. It adopted 2015-2005s (Sen. Boutin) and 2015-2076s (Sen. Bradley, 14–10), and rejected 2015-2036s (Sen. D’Allesandro, 11–13), 2015-1993s (Sen. D’Allesandro), 2015-1994s (Sen. D’Allesandro), 2015-2043s (Sen. Feltes, 10–14) and 2015-2068s (Sen. Feltes, 11–13). On June 4, 2015 the Senate voted to pass it with changes on a roll call 14–10 and ordered it to a third reading. On June 11, 2015 the Senate adopted “accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Forrester. A committee of conference met on June 12, 2015, June 15, 2015, June 16, 2015, June 17, 2015 and June 18, 2015 to try to settle the differences between the two chambers' versions of the bill. The Senate adopted the conference report (2318c) on a roll call 14–10. The House adopted the conference report (2318c) on a roll call 196–164. An enrolled bill amendment (2332e) was adopted on a voice vote on June 24, 2015. These correct technical errors found after passage. The bill was enrolled on June 24, 2015 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2015-2332EBA) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on June 25, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2015 the House voted 326–21 to override the governor's veto on a roll call, meeting the two thirds threshold. On September 16, 2015 the Senate voted 22–0 to override the governor's veto on a roll call, meeting the two thirds threshold.
