It was introduced on January 8, 2015 and referred to the House Ways and Means committee. The committee held public hearings on February 3, 2015, February 9, 2015 and February 13, 2015. The committee met in executive session on February 18, 2015 to vote on its recommendation. The committee held a public hearing on April 14, 2015. The committee recommended that the Senate send it back to committee. On April 30, 2015 the Senate voted to send it back to committee on a roll call 13–11. The committee recommended that the Senate pass it.
