HB 148 (2015)
limiting the authority of delegates to Article V conventions.
- Status: Vetoed, override failed
- Term: 2015-2016
- House committee: State-Federal Relations and Veterans Affairs
- Senate committee: Rules, Enrolled Bills and Internal Affairs
- Subject: Miscellaneous
The Story
It was introduced on January 8, 2015 and referred to the House State-Federal Relations and Veterans Affairs committee. The committee held a public hearing on January 22, 2015. The committee met in executive session on February 5, 2015 and February 12, 2015. The committee voted 12–2 to recommend that the House pass it with changes (amendment 2015-0378h), and the report was placed on the consent calendar. The bill was taken off the consent calendar on March 4, 2015. The committee's amendment (0378h) was adopted on a division vote 245–62 on March 4, 2015, changing the text of the bill. On March 4, 2015 the House voted to pass it with changes on a division vote 233–76. It crossed to the Senate on March 12, 2015 and was referred to the Senate Rules, Enrolled Bills and Internal Affairs committee. The committee held a public hearing on March 24, 2015. The committee recommended that the Senate pass it. On April 30, 2015 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 7, 2015 — the final check of the text before it goes to the governor. The governor vetoed it on June 2, 2015. The legislature can override a veto with a two-thirds vote in both chambers. On June 11, 2015 the House voted 197–140 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
